Yes — a meaningful share of government scholarships, particularly in China, Türkiye and parts of Europe, allow a medium-of-instruction certificate or an internal English test instead of IELTS. Search the feed for "without IELTS" and always confirm the language requirement on the official page before you spend time on an application.

OEAC Network does not charge students to be listed here, we are not an agent for any university, and we never ask for a fee to process a scholarship application. If a site asks you for money to "secure" a scholarship, it is not legitimate.
Almost every scholarship asks for: a passport valid for at least the duration of the course, academic transcripts and certificates, a statement of purpose or motivation letter, at least two academic reference letters, and a language certificate unless it is waived. Start the reference letters first — they are the step that delays most applications.
