Fully funded PhD scholarship in Austria for International students 2027
CEU funds doctoral study from any country with full tuition and a EUR 2,002 gross monthly stipend for 48 months. Apply by 15 January 2027 to be considered.
Eligibility
- Hold a master's degree relevant to the doctoral programme you choose
- Apply by 15 January 2027, the financial aid deadline for all applicants
- Meet the English requirement — for example IELTS 7.0, TOEFL iBT 100 or Duolingo 130
- Tick the funding section of the CEU application form so you are considered for the scholarship
- Be ready to move to Vienna, where the doctoral programmes are taught
Central European University is one of the few institutions in Europe where a doctoral offer and a funding offer arrive together, without a second competition. Its doctoral scholarship covers the full cost of tuition and pays a monthly stipend for four years, and the university states that candidates who apply by the financial aid deadline are considered for it automatically. For a PhD applicant from Afghanistan or Pakistan weighing a self-funded place in Europe against a funded one, that structure is the whole argument.
What it covers
The package is full tuition plus EUR 2,002 gross per month, awarded for 48 months in total. CEU is explicit about the tax position, and it is a detail most applicants discover too late: in Austria the stipend is treated as self-employed income, so recipients must register with the tax authority, pay social security contributions to SVS, and budget from the gross figure rather than the headline number. The monthly payment arrives by the fourth day of each month and requires a SEPA-eligible euro account. A one-off registration fee of EUR 500 is payable when you accept the offer. Doctoral study takes place at the Vienna campus.
Who can apply
The scholarship is open to applicants of any nationality who are applying to one of CEU's doctoral programmes, which span economics, political science, history, philosophy, sociology, legal studies, cognitive science and network science, among others. You need a completed master's degree in a field relevant to the department, and you need to satisfy that department's own entry requirements, which can include a research proposal and an interview. Because funding is awarded on academic merit alone, the department's ranking of your file is also the funding decision.
Eligibility self-check
Before drafting anything, answer four questions honestly. Does my master's subject map onto a department that actually exists at CEU, or am I forcing a fit? Can I name two faculty members whose current work touches my proposal? Do I meet the English threshold without a conditional offer — IELTS 7.0, TOEFL iBT 100, PTE 76 or Duolingo 130 — or will I need to sit a test in December? And can I be in Vienna for the start of the academic year, given that visa-required candidates receive their final status by 31 May 2027?
Deadline
The application deadline for all doctoral applicants is 15 January 2027 at 23:59 Central European Time, and it is also the financial aid deadline. Admission decisions are released between 1 and 30 April 2027. Candidates who need a visa receive a status update by 31 May 2027 at the latest, which is the date to plan a passport renewal or a document legalisation chain around. Missing the January date does not mean applying later without funding; it means waiting a full year.
How to apply
Open the CEU applicant portal, create an account and select the doctoral programme rather than a master's. In the funding section of the form, indicate that you want to be considered for financial aid — the university is clear that ticking that box is what triggers consideration, and that there is no separate scholarship form. Upload your transcripts, degree certificates, research proposal, CV, and the English certificate, then arrange for referees to submit through the portal. Track the status in the portal, where the decision and the study agreement appear.
Application materials checklist
Prepare a research proposal that fits the department's stated themes, complete transcripts and degree certificates for both bachelor's and master's study, a CV that lists research output and any teaching, two academic references, a valid English certificate within its validity window, and a passport copy. If your documents are not in English, arrange certified translations early — a missing translation is the most common reason a strong file is deferred to the next cycle.
Common mistakes to avoid
The first is writing a proposal about a topic no one at CEU supervises, then hoping the department will adapt. The second is assuming that a good master's average replaces a research proposal; at doctoral level the proposal is the application. The third is submitting a TOEFL score that has expired — CEU requires tests no older than two years, and one year for Duolingo. The fourth is ignoring the tax note and planning a budget on the gross figure without the SVS deduction.
Tips to win
Write to a named supervisor before you apply, with two paragraphs and a question about their work, not a request for funding. Structure the proposal around a puzzle, a method and a feasible four-year plan, and keep the bibliography short and current. Then make the funding box impossible to miss: a strong file that never asked for aid is treated as a self-funded applicant.
