Fully funded Master's and PhD scholarship for International students 2026

Hokkaido University's MEXT university recommendation route funds master's and doctoral study in engineering for the October 2027 intake, with a monthly stipend, fee exemptions and airfare.

Eligibility

  • Open to international students residing outside Japan who were born on or after 2 April 1992, hold a strong academic record, have a supervisor's agreement within the e3 program, and can meet the English requirement for graduate research.

## The Hokkaido University MEXT scholarship: What This Award Actually Covers

The Hokkaido University MEXT scholarship is one of the programmes students search for by name, and the search intent is almost always the same: can I qualify, and what do I have to do? This guide answers both from a student's point of view rather than restating the announcement.

The award is aimed at international graduates applying for a master's or doctoral degree in engineering at Hokkaido University. The single most useful thing you can do before writing anything is check the eligibility rules against your own record, because the majority of rejected applications fail on a formal requirement rather than on merit.

Always read the official programme page before you rely on any summary, including this one: the official Hokkaido University admissions page

## Eligibility: Run Your Own Self-Check First

Before you invest a week in an application, answer these questions honestly.

- Are you an international student residing outside Japan with the nationality of a country that has diplomatic relations with Japan? - Were you born on or after 2 April 1992? This is the MEXT age criterion for this route. - Do you hold a strong academic record that would meet Hokkaido University's admission standard for the graduate programme? - Do you have a supervisor at Hokkaido whose research matches yours, within the e3 English Engineering Education programme? - Can you demonstrate English sufficient for graduate research, usually CEFR B2 or equivalent? - Are you able to arrive in Japan within the period MEXT and the university specify?

If you answered no to any of the formal requirements, stop and look at a different programme rather than trying to explain your way around the rule. Selection committees apply formal criteria before they read a personal statement, so a strong essay cannot rescue an ineligible application.

## Deadline and What the Timeline Really Means

Applications open on 20 October 2026 and close on 29 October 2026 at 23:59 Japan Standard Time. That is a nine-day window, which is very short for a documented graduate application. The reason is that this is a university recommendation route: Hokkaido runs its own internal selection first and then nominates successful candidates to MEXT. The work of finding a supervisor and agreeing a research topic has to happen before the window opens.

Treat the published date as the last possible moment, not a target. Two things reliably cause people to miss scholarship deadlines: waiting for a language test result, and waiting for a referee to write a letter. Both depend on other people. Request references at least six weeks early and book your language test before you start the application, not after.

## How to Apply

Contact a prospective supervisor well before the application window and secure their agreement to host you. MEXT and Hokkaido treat the scholarship selection and admission as separate processes, so you must satisfy both. Submit the online application within the October window. Documents must be in Japanese or English, or accompanied by certified translations.

## Application Materials Checklist

- Application form for the e3 programme route - Academic transcripts and degree certificates - Research plan or statement of purpose aligned to the chosen laboratory - Supervisor consent and correspondence record - English language certificate such as IELTS, TOEFL, Cambridge English, PTE Academic or Duolingo - Recommendation letters - Passport copy - Health certificate where required

## Tips to Win

- Email prospective supervisors early and specifically: name their recent papers and explain how your work connects. - Draft the research plan around work that supervisor actually does, not a generic proposal. - Note that the stipend figures are tentative for the 2027 intake and are set by the final MEXT guidelines. - If your target lab is not in the e3 programme, look at the other MEXT routes at the same university.

The applicants who succeed are rarely the ones with the highest grades. They are the ones whose application answers the specific question the programme is asking, with evidence rather than adjectives. If the programme asks about development impact, give an example with a result. If it asks about research fit, name the work you want to do and who you want to do it with.

## Common Mistakes to Avoid

- Applying without a supervisor's agreement. Without it the application cannot proceed under this route. - Missing the nine-day application window while waiting for documents. - Applying for a field unrelated to your previous degree. - Assuming the MEXT route and university admission are the same application.

A predictable failure pattern runs through most rejected applications: the candidate checks the headline eligibility criteria but misses one formal document rule, or applies to a version of the programme they are not eligible for. Reading the official call end to end, and comparing it against this checklist, removes almost all of that risk.

## Where to Get Help

Applying to international scholarships with documentation in a second language is where most strong candidates lose time and, sometimes, the opportunity itself. An OEAC advisor can review your eligibility, check that your documents match the required format, and help you work out which of these programmes fits your profile best.

Contact an OEAC advisor before you submit, and we will go through the requirements with you line by line.
