Tuition only Master's and PhD scholarship for International students 2026

A free international online olympiad rather than a conventional scholarship: win your subject area and your tuition is paid at leading Russian universities, with a free Russian-language preparatory year if you need one. Registration closes 1 November 2026.

Eligibility

  • Be a foreign citizen, a stateless person, or a compatriot living abroad — there are no nationality restrictions
  • For the master's track: hold a completed bachelor's degree or equivalent
  • For the doctoral track: hold a completed master's or specialist degree
  • Register on the Open Doors platform and build a portfolio before the registration deadline
  • Take the competitive online examination for your subject area in English or Russian
  • Doctoral applicants must also complete a supervisor interview stage

Open Doors is not a scholarship in the conventional sense, and misunderstanding that is the main reason strong applicants fail it. It is a competition. You are not submitting a funding application that a committee scores against a budget — you are entering an international subject olympiad, and the prize is a tuition-free place at one of Russia's leading universities.

Once that clicks, the whole strategy changes. You do not write a case for why you deserve money. You prepare for an exam.

WHAT WINNING ACTUALLY GIVES YOU

Winners receive free tuition for the full duration of their chosen programme, funded from the Russian federal budget, under the government quota for foreign citizens. If you win a place on a programme taught in Russian, you also get a free preparatory language year before the main course begins. Many participating universities also offer English-taught tracks.

Read the limits carefully, because this is where Open Doors differs from a fully funded scholarship. Travel to Russia is not covered. Accommodation is not covered. Living costs are not covered. The monthly stipend varies by university and is set by the university, not by the competition — so the realistic question is not "is this funded?" but "can I live on what that particular university pays?" Ask the university directly, in writing, before you accept a place.

Fourteen subject areas are available, including Computer and Data Science, Engineering and Technology, Clinical Medicine and Public Health, Economics, and Business and Management. Two tracks matter most to international postgraduates: the master's track for bachelor's holders, and the doctoral track for master's or specialist degree holders.

WHO CAN APPLY — AND THE HONEST SELF-CHECK

Open Doors is open to foreign citizens, stateless persons and compatriots living abroad. There is no nationality restriction and no age ceiling. Entry is free.

Ask yourself four questions. Do you have the degree the track requires, completed or being completed? Are you genuinely prepared to sit a timed competitive exam in your subject, in English or Russian, rather than submit a written proposal? If you are applying for the doctoral track, are you ready for a third stage that involves video presentations and interviews with prospective supervisors at up to three universities? And can you fund your own flights, accommodation and living costs for the first months while a stipend is arranged?

If you are looking for a full package that includes living costs, this is the wrong programme — and knowing that early saves you a wasted cycle.

THE DEADLINE THAT CATCHES PEOPLE OUT

Registration opened on 20 August 2026 and closes on 1 November 2026. That is the registration deadline, not the end of the competition: the first stage runs to 13 November 2026, results come on 13 November, the second stage runs to 21 December 2026, and the bachelor's and master's winners are announced on 21 December 2026. Doctoral and postdoctoral winners are announced on 26 February 2027.

The trap is straightforward. After 1 November you can no longer add to or edit your account information or your portfolio, and you cannot register late. Portfolios can be revoked until 6 November, but not created. So the deadline that governs everything is 1 November — and by then your motivation letter and evidence of academic achievement need to be in, not drafted.

One more date to hold: if you register but do not confirm your participation by the second-stage registration deadline of 16 November 2026, you drop out.

HOW TO APPLY, STEP BY STEP

Register on the official Open Doors platform during the registration window. Registration is free and takes minutes; the portfolio is what takes weeks.

Your materials checklist:

A motivation letter, written in English or Russian. Evidence of academic achievement relevant to your chosen subject area — degree certificate, transcript or grade sheet. Certified translations are not required at the first stage. Portfolio entries describing your individual achievements in the subject area you have selected. For the doctoral track, a video presentation and supervisor interview availability in the December to February window.

Then work through the stages. In the first stage you submit your portfolio, which is scored automatically — high-scoring portfolios advance. In the second stage you sit a roughly three-hour proctored competitive examination. Master's and bachelor's winners then select their university and programme directly; doctoral candidates are matched through the supervisor interview process.

Not sure whether your file is competitive? Take it to an OEAC advisor before you submit — a second pair of eyes on the research statement is usually the difference between shortlisted and rejected.

HOW IT COMPARES WITH OTHER GOVERNMENT ROUTES

Türkiye Bursları covers tuition, accommodation and a stipend rather than tuition alone — useful for a direct price comparison:

China's CSC Type B route is the other large state-funded tuition model in the region:

And DAAD's study scholarships remain the more generously funded European option for a master's:

COMMON MISTAKES TO AVOID

Treating it as a scholarship application. It is an exam. Preparing a personal statement and no revision is the single most common failure.

Missing 1 November because the first stage runs to 13 November. Registration closes on 1 November.

Assuming the stipend is set centrally. It is set by each university, and the range is wide.

Ignoring the second-stage registration deadline. Confirm participation by 16 November 2026 or you are out.

Applying for the doctoral track without reading the third stage. Doctoral applicants face video presentations and interviews with up to three universities between late December and February.

Budgeting only for tuition. Flights, accommodation, insurance and living costs are all yours.

Finally, a note on the scale of the competition: more than 150,000 participants from over 200 countries registered halfway through the registration period in this cycle alone. That is not a reason to skip it — it is a reason to treat the exam preparation as the real work and not an afterthought.
