P.E.O. International Peace Scholarship 2027
Partially funded Master's and PhD scholarship in USA for International students 2026
A need-based award of up to US$12,500 for women from outside the United States and Canada who are studying at accredited North American universities. The eligibility form closes 15 December 2026, and awards are announced in May 2027.
Eligibility
- Be a woman who is a citizen of a country outside the United States and Canada
- Not hold US or Canadian citizenship or permanent residency
- Pursue a graduate degree at an accredited college or university in the United States or Canada, or be an international student at Cottey College
- Have at least one full year of formal coursework remaining, and be in residence for the whole award year
- Intend to return to your home country to apply your education toward peace and development
- Demonstrate financial need and identify the other resources that will complete your budget
The P.E.O. International Peace Scholarship has been funding women from outside North America to study in the United States and Canada since 1949, which makes it one of the oldest awards of its kind still running. It is not a full ride, and it has never pretended to be. It is gap funding of up to US$12,500 a year, and for the right applicant that gap is the difference between enrolling and not enrolling.
The most important thing to understand before you start is the calendar. This award has an eligibility gate that closes on 15 December 2026, months before the application materials are due. Miss that gate and there is no route back in until the following year.
WHAT IT COVERS, AND THE HONEST FRAMING
The maximum award is US$12,500 for one academic year, sized to each student's documented need rather than granted as a flat amount. One renewal year is possible by re-applying while eligible coursework remains, with a lifetime cap of US$25,000 across the programme.
What that means practically: IPS does not cover tuition, rent and living costs on its own, and P.E.O. says so. You are required to submit a budget that names your other resources — family funds, teaching or research assistantships, university waivers, other scholarships — and show that the IPS grant closes a genuine remaining gap. An application that presents IPS as the whole funding plan is not a strong application, because it is not a credible one.
Awards are announced in May 2027 and must be accepted by 1 June 2027.
WHO CAN APPLY — AND FOUR SELF-CHECK QUESTIONS
IPS is open to women from countries outside the United States and Canada. US and Canadian citizens and permanent residents are excluded, though holding US residency status purely for tax purposes is permitted. You must be seeking a graduate degree at an accredited US or Canadian institution, and international students at Cottey College are also eligible.
Ask yourself these before you file anything.
Do I have at least one full year of formal coursework still ahead of me, and can I be in residence for the entire award year? This rule eliminates a large share of otherwise eligible applicants. If you have finished coursework and are working only on a dissertation, you cannot apply as a first-time applicant. Is my programme delivered on campus rather than online-only, and does it exclude research-only periods, internships or practical training without coursework? Can I show a real budget with other money already identified? And can I articulate, concretely, how the degree takes me back home to work on something that matters?
That last question is not decoration. The award is explicitly built around the intention to return home and foster peace through education, and the personal statement is where you demonstrate it.
THE TWO DEADLINES, NOT ONE
This is the part that catches people. There is an eligibility form, and then there is the application.
The eligibility form opens on 15 September 2026 and closes on 15 December 2026. That is a hard deadline and it comes first. If you are ruled eligible, you are then invited to submit the full application: completed materials are due by 1 February 2027 for applicants already enrolled in the graduate programme and school for which the scholarship is intended, and by 15 March 2027 for applicants not yet enrolled and for Cottey College applicants.
So the sequence is: eligibility form by 15 December 2026, then full materials by 1 February or 15 March 2027 depending on your enrolment status. Work backwards from the form, not from the application, and do not leave the eligibility form to the last week of December — eligibility review has to happen before the application stage opens for you.
HOW TO APPLY
Start by reading the IPS policies on the P.E.O. website in full, with particular attention to the remaining-coursework rule and the exclusions. Then file the eligibility form during the open window.
Your materials checklist:
The online eligibility form, submitted between 15 September and 15 December 2026. Proof of admission or enrolment at your US or Canadian graduate school. Academic transcripts and degree certificates. A budget worksheet showing expenses, documented need, and the other funding sources you have identified. A personal statement connecting your degree to concrete plans for impact at home. References as specified in the application pack issued to eligible candidates.
The application itself is free and the calendar is published each year, which makes it unusually transparent as competitive awards go.

Not sure whether your file is competitive? Take it to an OEAC advisor before you submit — a second pair of eyes on the research statement is usually the difference between shortlisted and rejected.
WHAT TO COMPARE IT AGAINST
For women in STEM specifically, AAUW's international fellowships sit alongside IPS, though their cycle has already closed for 2027-28:

Canada's doctoral awards reward a similar profile of leadership and academic excellence:

And for a fully funded US graduate route administered through your home country, Fulbright remains the widest-reaching option:

COMMON MISTAKES TO AVOID
Missing the 15 December eligibility form and assuming the February or March application deadline is the one that matters. It is not the first gate.
Applying as a dissertation-only doctoral student. A full year of formal coursework must remain.
Applying for online-only study, a research-only period, or an internship without coursework. None qualifies.
Presenting IPS as the whole budget. The award is need-based and requires you to name other resources.
Leaving the return-home plan vague. The selection criteria explicitly weigh your intention to use the degree at home.
Assuming you can hold the award for three years. One renewal year is the limit.
A final practical note: the award is paid in two instalments after you accept, with an interim report required by 15 December in the award year. Plan for the timing of the second instalment, not just the first.
