Fully funded Bachelor scholarship for International students 2027

Oxford's own access scholarship covers fees, living costs and an annual flight for students from low-income countries. The 2027 deadline is 26 January 2027.

Eligibility

  • Be a national of a country on the OECD DAC list of ODA recipients — Afghanistan, Pakistan and China are all on it
  • Apply for, and be offered, a place on an Oxford undergraduate course first
  • Be a new undergraduate; medicine is excluded from the scheme
  • Show the highest academic ability plus genuine financial need
  • Intend to return to your home country after graduating

Reach Oxford is the university's own access scholarship, and it is one of the few fully funded undergraduate awards in the world that names Afghanistan and Pakistan in its eligibility list. It pays course fees, a grant for living costs and one return air fare per year for the whole degree — three or four years, depending on the course. Around two to three awards are made each year, and the deadline for 2027 entry is 26 January 2027.

The scheme exists for students who cannot study their chosen subject at home for political or financial reasons, or because the course does not exist there. That framing is not decoration: it shapes who the selection committee is looking for, and it is the reason a generic statement about having always dreamed of Oxford does not work.

WHAT THE SCHOLARSHIP COVERS

The award covers course fees in full, a grant towards living costs, and one return air fare each year of the course. It runs for the full length of the degree rather than a single year, which is the difference between a scholarship that makes Oxford possible and one that makes the first year possible.

It does not cover everything else. Visa costs, the immigration health surcharge, settling-in expenses and any travel beyond the one flight a year come out of your own funds, and the university says plainly that it has no additional money for candidates who are not offered an award. Budget for the gap before you count on the scholarship.

WHO CAN APPLY — AND THE SELF-CHECK THAT MATTERS

Eligibility runs off the OECD Development Assistance Committee list of ODA recipients. Afghanistan, Pakistan, Bangladesh, India, China, Indonesia, Nigeria, Kenya, Syria, Yemen and roughly 130 other countries appear on it; the United States, Canada and the Gulf states do not. Your nationality, not your country of residence, is what counts.

Beyond nationality the criteria are academic ability, financial need, social commitment and the inability to study the subject at home. Priority goes to applicants who have not studied at undergraduate level before, which means a second bachelor's is unlikely to be funded.

Ask yourself:

Is your passport from a country on the DAC list? Check the list itself rather than assuming.

Have you applied to Oxford and received an offer, or a conditional offer? Without one the scholarship cannot be considered at all.

Is your course one of the eligible ones? Medicine is excluded; everything else in the undergraduate course listing is in scope.

Can you document financial need — household income, dependants, and why the cost is not payable from family resources?

Are you intending to return home after the degree? The scheme is built on that assumption and the selection process tests it.

THE DEADLINE

The scholarship deadline for 2027 entry is 26 January 2027. Selection takes place in April 2027 and applicants are told the outcome by the end of May 2027. The university says the detailed application instructions for 2027 entry will be published on the Reach Oxford page in January 2027, so the page to watch is the one linked below rather than a third-party summary.

The sequencing is what catches people. Oxford's undergraduate admission round runs months before the scholarship window, and the scholarship is only open to applicants who already hold an offer. If you have not applied to Oxford by the time the scholarship form opens, you are already late — not for the form, but for the offer it depends on.

HOW TO APPLY, AND WHAT TO HAVE READY

Start from the official page, which carries the current instructions and the link to the scholarship form when it opens:

https://www.ox.ac.uk/admissions/undergraduate/fees-and-funding/oxford-bursaries-and-scholarships/reach-oxford

What to prepare:

Your Oxford offer letter or conditional offer, with the college and course named.

Academic transcripts and certificates for your secondary education, including predicted grades if you are still completing it.

A personal statement that addresses financial circumstances and your intention to return home — the two things the committee is explicitly weighing.

Evidence of household income and dependants, in whatever form your country's documentation allows.

A reference from a teacher or school official who can speak to both your academic standing and your circumstances.

Note also that not every college participates in the scheme every year. If you are placed at a college that does not, that does not disqualify you; the university transfers successful scholars between colleges.

OTHER FULLY FUNDED ROUTES TO COMPARE

If you want a fully funded undergraduate degree in North America, Toronto's Pearson scholarship is the closest equivalent in scale and ambition:

If you would rather aim at postgraduate study in the UK, Cambridge's Trust awards cover a similar package at master's and doctoral level:

And for a fully funded postgraduate route at Oxford itself, Clarendon is the largest single scheme:

COMMON MISTAKES TO AVOID

Applying for the scholarship without an Oxford offer. It is the most common disqualification and the least recoverable.

Assuming medicine is covered. It is explicitly excluded, and no amount of academic strength changes that.

Writing a statement about ambition rather than need. The scheme funds students who cannot otherwise study the subject, and the committee reads for that.

Treating the award as a route to settlement. Applicants are expected to intend to return home, and saying otherwise in an interview is fatal.

Waiting for the January instructions to start preparing documents. The instructions are published late; the evidence of household income takes weeks to assemble.

Not sure whether your file is competitive? Take it to an OEAC advisor before you submit — a second reader on the transcript and the motivation letter is usually what separates a shortlisted application from a complete one.
